Yes, that link was meant to be there all the time, unless you go to the options for the Advanced Quick Links modification and block usergroups from seeing/accessing it. You've had the in_array error ever since you installed the Advanced Quick Links modification.
 Just because it showed in PhotoPlog doesn't mean it is PhotoPlog.
