Okay, open config.php in a text only editor such as Notepad and type the following, then save config.php and FTP in ASCII mode:

Nah, I've seen PhotoPlog on vB 3.5.0 boards, though I didn't develop on that, and it runs okay. How about when you FTPed the PhotoPlog files, did you choose auto detect? Try re-FTPing the PhotoPlog files: everything is to be FTPed in ASCII mode, except for the images which are to be FTPed in BINARY mode.
