Have your host check whether the /tmp directory for uploads is writable.

Is it just that one JPG file you cannot upload, or is it more than one file that you cannot upload?

Double check that the /tmp directory is writable. That directory does not come with PhotoPlog; it is a server directory that holds uploads, so if you have a host for your site, have them check whether it is writable.
