Create a 'real' category (not open to uploads)

Greetings,

We're currently using PhotoPlog Lite, and considering upgrading to Pro.
However, we have a few questions (those are regarding the pro version, not lite):

1. Real subcategories - currently you can upload images into a category. Is there a way, without simply revoking permissions from everyone, to create a 'real' category, as in a vB category, which is not open to uploads.
2. Permission to rate images (per category, perhaps) - only allow certain groups to rate images in a folder, but without the need to comment
3. Sub-category description : it's not shown anywhere on the templates, at least on lite. I know it can be added, just wondering if there is a reason for not showing it.

For one, all categories are currently open to uploads. For two, it is possible to rate without comment in pro. For three, in pro the sub-category descriptions show on mouseover.
